The short answer
Your handicap is your potential, not your average. A 10 handicap does not shoot 10 over par every round, on a normal day you will shoot several shots more, and every golfer is in the same boat. The gap is built into how handicaps work, and it is nothing to feel bad about.
Stand on the first tee off a 14 handicap and it is tempting to think a round of 86 is the target. It is not. Your handicap comes from your better rounds, so your average day sits a good bit above it. Here is roughly what golfers actually average over par by handicap, and why the gap is completely normal.

Common questions
Should I shoot my handicap every round?+
No. Your handicap index is built from your best recent rounds, roughly your potential rather than your typical day. On an average day most golfers shoot several shots more than their handicap. That gap is completely normal and does not mean your handicap is wrong.
How much worse than my handicap do I usually play?+
For most amateurs, the average score sits somewhere around three to five shots above the handicap. A 10 handicap who averages roughly 14 or 15 over par is playing exactly as expected. The lower your handicap, the smaller the gap tends to be.
Why is my handicap lower than my average score?+
Because the World Handicap System uses the best 8 of your last 20 score differentials, not the average of all 20. By design it reflects your better days, so your everyday scoring will usually be a little higher than the number itself.
